There is a mod in progress, but if it’s your first playthrough it will suck without vr, trust me. no, the "hl2 weapons in not vr" thing is just launching the game in -novr mode, which is just for technical testing stuff.
There are some mods allowing you to play without VR, but come on now. Half-Life: Alyx was SPECIFICALLY designed to take advantage of VR. It's a great system and I am very satisfied with it, I strongly recommend getting it unless you're really rich and have the money for an index because without a doubt the index is the absolute best system for alyx due to it's superior performance, hand tracking, pressure sensitivity, and higher resolution.
